WHAT IS A PEL STUDY?

The Illinois Department of Transportation (IDOT) is conducting a Planning & Environmental Linkages (PEL) Study for the improvement of IL Route 15 and Bond Avenue in East St. Louis.

This Study will consider proposed improvements to the corridor, which may include significant pavement rehabilitation due to the existing pavement condition, safety upgrades, drainage improvements, and pedestrian accommodations, as appropriate. 


As the Study progresses and milestones are met, this website will be updated with new and relevant information for the public to review.   

 IDOT is leading this effort with support from a Study Team comprised of engineers, scientists, technicians, and public involvement professionals. The Study Team recognizes that IL 15 and Bond Avenue are significant routes for local and regional traffic. We also recognize the important role community feedback will be for the overall design and improvements to the corridor. This website will provide information to the public about the PEL process and facilitate public input, comments, and feedback by providing a means to ask questions or comment on the Study.
